NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS. The General Services Administration (GSA), Public Buildings Service (PBS), Office of Facilities Management (OFM), Innovation, Performance and Technology Division intends to make a Firm-Fixed-Priced (FFP) sole source contract award to Schneider Electric Federal, Inc, utilizing FAR Part 15, Contracting by Negotiation procedures, and authorized under 41 U.S.C. 3304(a)(1) and FAR 6.302-1, permitting for other than full and open competition when only one responsible source exists, and no other supplies or services will satisfy agency requirements. Schneider Electric Federal, Inc will provide Power Monitoring Expert (PME) and PME Application Support for three (3) years of service (one (1) base year period, and two (2) option year period). GSA seeks to maintain the continuity of operations, maintenance, and software support services on the existing PME software for advanced metering system. This will allow OFM to plan, assess, design, develop, implement, and simplify integrations and repair work for training, and projects. Schneider Electric Federal, Inc will be responsible for incorporating any software upgrades that have been developed in previous years; provide any required security patches; incorporate required upgrades to the system; monitor communication activity for all devices, integration and commissioning of new meters, and customize Extract, Transfer and Load (ETLs) for the entire system; and troubleshoot system problems that arise each year. Schneider Electric Federal, Inc is the only provider that can provide this service to meet GSA needs. The PME software is a proprietary product of Schneider Electric and currently resides on virtual servers behind GSA Firewall at GSA's Data Center. The Government intends to solicit, negotiate, and award to one source through sole source procurement using other than full and open competition procedures pursuant to the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations/proposals. However, the Government will consider all responses received by 12:00pm ET (noon), August 26, 2025. The Government will not be responsible for any cost incurred in preparation of proposal/quote. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
