The purpose of this Sources Sought Notice is to collect information of qualified contractors as part of a market research conducted by NAVFAC Far East FEAD Okinawa for Facilities Support Contract for Integrated Solid Waste (ISW) Collection, Disposal and Recycling Service for Commander Fleet Activities Okinawa (CFAO), Japan. The requirements consist of collecting, segregating, transporting, recycling, and disposing of integrated solid waste to include industrial and construction waste and recyclable. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Work Requirements: The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the service to perform refuse collection, disposal and recycling at Kadena Air Base (CFAO facilities only), Camp Shields, White Beach, Tengan Pier, Awase Transmitter Site, Naha Military Port, and Camp Lester, by means of a performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items. Instructions for Interested Parties: Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government’s requirements. All interested sources, at a minimum, please address the following: - COMPANY PROFILE to include: (1) Company name and address; (2) Company point of contact (including title, telephone and fax numbers and email address); and (3) If your company is registered with the System for Award Management (SAM) website, please indicate your Unique Entity ID and CAGE code. - RELEVANT EXPERIENCE: Indicate your experience in providing services for the requirement stated above. - SUBCONTRACTORS: If known, provide subcontractor partnerships (Optional). - LICENSE/CERTIFICATIONS: Indicate any applicable local/and or industry certification your company or employee possess relevant to this procurement. The Contractor shall possess valid permits from all city, municipal, and prefectural authorities who control solid and industrial waste generation and disposal in the respective jurisdictional areas. These include but are not limited to the following: - Permit for Collection and Transportation of General Waste (一般廃棄物収集運搬業許可) - Permit for Disposal of General Waste (一般廃棄物処理業許可) - Permit for Collection and Transportation of Industrial Waste (産業廃棄物収集運搬業許可) - Permit for Disposal of Industrial Waste (産業廃棄物処分業許可) The Contractor shall obtain and provide a copy of the “License for Treatment of Foreign Food Waste” (Shokuryo Haihin Shorijo Shitei Tsuchisho) under the "Plant Quarantine Law" in Japan. This license is issued by the local office of Ministry of Agriculture, Forestry and Fisheries of the Government of Japan which controls plant quarantine in the respective jurisdictional areas. Interested firms may submit information using the form provided under separate file titled “Sources Sought – Contractor Information Form” to demonstrate capabilities, capacity, and experience. Notifications of interest must be submitted in writing via email; phone calls will not be accepted.
