Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS) Ground Systems Maintenance and Optimization (GSM&O) W31P4Q-25-F-0164

This requirement for the Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS) Phased Array Tracking to Intercept on Target (PATRIOT) Advanced Capability-3 (PAC-3) Ground Systems Maintenance and Optimization (GSM&O). This requirement is to provide engineering support for the maintenance and optimization of IBCS Fire Control and Launcher Integrated Network Kit (LINK) on Enhanced Launcher Electronics System (ELES) (LoE) software, and IBCS ELES software engineering support. The proposed source for this effort is Lockheed Martin Missiles and Fire Control (LMMFC), 1701 West Marshall Drive, Grand Prairie, Texas 75051, commercial and government entity (CAGE) code 64059. In accordance with Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(iii)(A) and (B), LMMFC is the only source with the knowledge, expertise, and full disclosure technical data package (TDP) to perform this effort. The Government does not have the necessary intellectual property rights to utilize the data for full and open competition.

Award was made to Lockheed Martin Missiles and Fire Control (LMMFC), 1701 West Marshall Drive, Grand Prairie, TX 75051: Commercial and Government Entity (CAGE) Code 64059 as other than full and open competition, as authorized by under the authority of Title 10 United States Code (U.S.C.) 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) and (B), whereas there is only one responsible source and no other supplies or services will satisfy agency requirements, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, to include awarding to any other source would result in unacceptable delays in fulfilling the agency s requirements.
