Summary

AI-generated · Oct 31, 2025

A virtual Industry Day will be conducted for dredging contractors interested in the James River Maintenance Dredging IDIQ and its seed project. Pre-registration is required, and attendees should provide name, company, their relation to the dredging industry, and an email address. The agenda includes a presentation on dredge areas, estimated quantities, pumping distances, environmental requirements, and dredged material placement considerations, followed by a Q&A. Draft SOW/Plan/Specifications are posted for industry feedback; questions may be submitted by the deadline, and the draft documents are for information only and may be revised before the solicitation.

The event seeks industry input on best practices and past successes to inform the technical execution of the maintenance dredging contract and seed project. The James River dredging supports unrestricted navigation for deep-draft vessels along the channel from Hampton Roads to Richmond, using hydraulic cutter-head dredging to depths of 18–26 feet (with one-foot overdepth) and an approximate annual volume of about 2 million cubic yards. Dredged material is placed at upland and overboard sites; upland sites may require earthwork, grubbing, seeding, grading, and other prep to ensure effluent water meets state water quality requirements. This Industry Day is informational; no solicitation is issued at this time, and attendance costs are not reimbursed.

The U.S. Army Corps of Engineers (USACE), Norfolk District (NAO) is hosting a VIRTUAL INDUSTRY DAY event on 18 November 2025, from 10:00 a.m. to 12:00 p.m. (EST) for dredging industry contractors interested in the anticipated James River Maintenance Dredging IDIQ contract and seed project. Pre-registration is required for this VIRTUAL event. To RSVP, please provide your name, company, relation to the dredging industry, and email address by 14 November 2025 to Contract Specialist, Susan Ellis at susan.k.ellis@usace.army.mil . A virtual calendar invite will be sent to registered participants prior to the event. In addition, the draft SOW/Plan/Specifications is attached to this notice. There is no solicitation at this time. The event is neither a marketing opportunity for businesses, nor will it promote upcoming projects. Project Description: James River maintenance dredging supports unrestricted navigation for deep draft commercial vessels transiting the channel from Hampton Roads to Richmond, VA. Portions of the James River Federal Navigational Project are maintained by hydraulic cutter-head dredge up to an elevation ranging from 18 to 26 feet with one-foot overdepth. The approximate dredge volume is 2 million cubic yards for annual maintenance dredging. Dredged material is placed at designated upland and overboard placement sites along the channel. In addition, the upland placement sites may require earthwork, grubbing, seeding, grading, and other preparatory work to ensure effluent water leaving the site meets State water quality requirements. The purpose of the event is to seek dredging industry input regarding best practices and examples of past success on similar projects for the technical execution of the James River maintenance dredging contract. The event will begin with the USACE-NAO s presentation of the project s dredge areas, estimated quantities, pumping distances, environmental requirements, dredged material placement considerations, and an overview of the seed project expected to be awarded with the IDIQ. At the conclusion of the presentation, there will be a question-and-answer period. The USACE-NAO will consider this input while preparing the final design and solicitation for the James River Maintenance Dredging IDIQ & seed project. In support of this Industry Day, draft SOW/Plan/Specifications for the James River Maintenance Dredging IDIQ and seed project is posted with this Notice for the purpose of receiving industry feedback. Please submit questions by 14 November 2025 to Contract Specialist, Susan Ellis at susan.k.ellis@usace.army.mil. The draft documents are for information purposes only and shall NOT be construed as the Solicitation. Draft documents are expected to be revised before the issuance of the Solicitation. The Solicitation for the James River Maintenance Dredging IDIQ is expected to be in February 2026. This announcement is not a contract solicitation, request for proposal, promise to issue any future contract, forum to discuss upcoming work, nor commitment to offer work of any kind on the part of the Government. The Government will not assume liability for any costs and travel expenses incurred by an attendee for this event.
