Prepare to bid on design-build and design-bid-build construction projects for energy resilience and conservation nationwide (CONUS and Puerto Rico). This is an Indefinite Delivery Indefinite Quantity (IDIQ) MATOC with multiple awardees, aiming to contract a pool of firms to execute mechanical, electrical, civil, infrastructure, microgrid, water-conservation, and resilience work. The contract structure provides up to a 10-year ordering period (base 3 years plus seven 1-year options) with an anticipated project size of roughly $10–$25 million and a pool capacity not to exceed $2 billion. Only firms previously down-selected from Phase I may submit proposals.
