Summary

AI-generated · Mar 11, 2026

Sale of surplus property: Used pad-mount transformers that are intact and unbroken are offered, and are classified as non-PCB under 40 CFR 761 because PCB levels are <50 PPM or the data plates indicate non-PCB. Purchasers may not use a State of Interest (SOI) destination in states with PCB regulations stricter than 40 CFR 761 unless the transformer PCB level is under that stricter state limit. For example, California, Oregon, and Washington regulate PCBs at >5 PPM, so these destinations can receive transformers only if PCB levels are less than 5 PPM.

Export for recycling outside the U.S. is not authorized. Bids from purchasers intending to recycle internationally will be rejected. If a leak is found during removal, the generator will repair it; after the leak is fixed and verified by the purchaser, the generator, and the Disposition Field Site Representative, the purchaser may remove the transformer. This is a sale, not a service contract.

A.3 Item Description: These transformers are classified as non-PCB per 40 CFR 761 due to: where analysis was performed, results show <50 PPM PCB, or where analysis was not performed, manufacture data plates show non-PCB. The purchaser will not be authorized to utilize a Statement of Intent (SOI) destination in a state which regulates PCB levels at a more stringent level than 40 CFR 761 unless the transformer PCBs levels are under the state regulated level. Example: CA, OR, and WA regulate PCBs if >5 PPM. SOI destinations in these states can receive transformers from these sales if the transformer PCBs levels are less than 5 PPM. These transformers are intact and unbroken. Should a leak be found at time of removal, the Generator will fix the leak. Once leak has been verified fixed by Purchaser, Generator, and Disposition Field Site Representative, only then can the transformer be removed by Purchaser. Intent to export these transformers outside of the U.S. for recycling is not authorized under this sale. Potential high bidders intending to recycle the transformers outside of the U.S. will not be considered responsive bidders and their bids will be rejected. This is NOT a service contract
