Description: THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The USCG Base Los Angeles Long Beach intends to award a sole-source purchase order using the procedures at FAR 12.102 (b) and RFO subpart 6.103-1 "Other Than Full and Open Competition", as it has been deemed that only one source is available to meet this specific requirement. Due to that Fortior Solutions is the sole provider of the Omnivee Program and its associated RcX capabilities. This purchase order is intended to be awarded to Fortior Solutions, LLC TO provide access control equipment, subscription services, software and all maintenance to operate up to six (6) handheld scanners at the main access control point of the U.S. Coast Guard Base Los Angeles Long Beach. The requirements document in the form of a Statement of Work is attached to this notice. This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by June 23, 2026. The United States Coast Guard Base Los Angeles Long Beach intends to award a contract based on the attached SOW and FAR 52.212-2 Evaluation Commercial Products and Commercial Services. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and past performance are more important when combined with price; and shall be evaluated in accordance with FAR 15.304.
