AI-generated · Aug 24, 2025

Upgrade the Charbonneau Park septic system at Ice Harbor Dam to a Washington State Department of Health–compliant Large On-site Septic System (LOSS). The project will reuse the existing 6,000-gallon and 3,000-gallon primary tanks and add a feed tank with two surge storage tanks in series, plus five treatment tanks in parallel downstream of the feed tank and upstream of the drain-field lift station; the marina pump and two lift station pumps will be replaced. All new tanks must come from the Washington DOH–registered list, and work must be performed by a licensed Washington septic contractor with a current WA DOH license after award. The contract is firm-fixed-price, with a requirement for 100% performance and payment bonds, and on-site work must comply with EM 385-1-1 safety requirements.

Bidders should anticipate a formal solicitation with proposal due date set after posting; prospective offerors must be registered in SAM and follow Government safety and submittal processes, including developing a project-specific Accident Prevention Plan, Activity Hazard Analyses, and Fall Protection Plan, and using the RMS Contractor Mode for submittals and the Government-furnished QCS software. The project involves contractor-furnished submittals (pre-construction plans, product data, test reports, close-out documentation) as required by the contract’s technical specifications. Subsequent notices will include the attached solicitation with the detailed bid package.
