LOCATION: Naval Medical Center Portsmouth, 620 John Paul Jones Circle, Building 3, 1st Floor, Room 1.3 134B, Bioskills Cadaver Lab, Portsmouth, VA 23708. BACKGROUND: The Naval Medical Center Portsmouth (NMCP) BioSkills Department has a current contract for Human Cadavers that is expiring on 30 June 2026 and requires a new contract. The human cadavers will be delivered via ground shipment to Naval Medical Center Portsmouth. DESCRIPTION: NAICS 621991 Blood and Organ Banks, PSC 6555 Human Tissue and Cadavers. The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to Virginia Department of Health for Human Cadavers- Soft Cure Thiel Method, Flushed, and Embalmed for the General Medical Examination (GME) Residency Training Program. The contract will consist of a base year and 2 option years; the period of performance for the base year is 01 July 2026 30 June 2027. This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", Virginia Department of Health is the only source available to provide Soft Cure Thiel Method Human Cadavers and deliver via ground transport within 2 hours of leaving the Vendor s facility. The total estimated value is $395,700.00. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
