*****THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***. BACKGROUND The National Institute of Standards and Technology (NIST) The Fundamental Thermodynamics Group (685.09) conducts fundamental and applied research to improve the measurement of thermodynamic quantities. Develops new measurement methods for pressure, vacuum, and temperature using atomic and molecular gases, refractometry, solid-state point defects, optomechanics, integrated photonics, advanced nanofabrication technologies, and advanced AI. The group continuously improves the performance of national standards, participates in national and international intercomparisons to validate these standards, and produces assessments of their respective measurement uncertainty. To expand NIST s calibration capabilities and continue delivering for NIST s vacuum calibration customers, we need to acquire a high-frequency SRG. The high-frequency design is both less susceptible to mechanical vibration instabilities and suffers lower systematic uncertainty due to sensor orientation. Acquiring one of these new high-frequency SRGs is critical to our ability to continue to deliver calibrations to all potential customers with the lowest possible uncertainty. NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above, in addition to the following essential requirements Contract Line-Item Number (CLIN) 0001: The Contractor shall provide one (1) high-frequency spinning rotor gauge The system shall meet or exceed the technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of gray market components not authorized for sale in the U.S. by the Contractor is not acceptable. High-frequency spinning rotor gauge That can achieve pressure measurement accuracy of +/- 1 % or better. That has a long-term accuracy drift less than 1 % per year. That has a measurement range of at least 10 mbar to 5x10-7 mbar. Has an operation temperature range of at least 10 C to 40 C. Is programmable using included Labview drivers. Is operable with an included computer graphical user interface. Is manufactured by Ph Instruments. And consisting of: A sensor tube assembly with A DN40CF vacuum flange. A stainless steel sensor ball with a nominal diameter of 4.5 mm. A screw mechanism to attach a measurement head (see A.8 below). A measurement head that Can produce a magnetic levitation field of at least 90 mT. Can accelerate the sensor ball to rotation speeds of at least 615 Hz. Connects to the electronics unit (see A.9 below) via a cable at least 3 m long. Produces reliable pressure readings when horizontally aligned to within +/- 2. An electronics unit that Is powered using 24 V DC, <= 1 A. Communicates with a computer with USB, RS232, and RS485 via USB-C and HD Sub-D 15 pin connectors. Can use ModBus and ASCII protocols for computer communication. Has a 0 V to 10 V analog output. NIST conducted market research from October 2024 April 2025 by, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST s minimum requirements. The results of that market research revealed that only Daventria, LLC (D5RDA2G453D5) can meet all the Governments minimum requirements.
