Summary

AI-generated · Aug 26, 2025

Provide development, preparation, and delivery of medically-tailored meals for heart-failure patients within the Gallup Service Unit, using Navajo traditional recipes and locally sourced produce and meat from Navajo/Native farmers. Meals must be designed by a registered Dietitian to meet the specific dietary and health needs of heart-failure patients. The government intends to negotiate a single-source award with Tocabe Indigenous Marketplace Inc. for a 4–6 month base period, with an option to extend up to six additional months; Tocabe is presented as the sole known source capable of delivering meals that meet American Heart Association requirements while aligning with Navajo recipes and local sourcing.

Firms that believe they can meet these requirements should submit a capabilities package (highlighting past contracts and specific capabilities) to the designated IHS official. Submissions will be considered to determine whether the work will be released for competition or proceed with the single-source negotiation with Tocabe. Include the subject line “GIMC Heart Failure Meal Plan” and comply with the stated deadline.

The Indian Health Service, Navajo Area, Gallup Service Unit, Gallup Indian Medical Center located at 516 E. Nizhoni Boulevard in Gallup, NM 87301 intends to negotiate a single-sourced award with Tocabe Indigenous Marketplace Inc. (Tocabe), UEI: FAWTPJZA2KM7, of Denver, Colorado for the development, preparation, and delivery of medically-tailored meals for heart-failure patients within the local communities served by the Gallup Service Unit. The medically-tailored meals must utilize Navajo traditional recipes and incorporate locally-sourced produce and meat from Navajo/Native farmers. The meals must be specifically designed by a registered Dietitian to meet unique dietary and health needs of patients diagnosed with heart failure diseases. The requirement s period of performance is estimated at four to six months from time of award, which may be extended under 52.217-8 Option to Extend Services for an additional but no more than six months after the base period of performance. The North American Industry Classification System or NAICS code is 624210 Community Food Services with a small business size standard of $19.5M. Tocabe, an Indian-owned, small business, economic enterprise or ISBEE is the only known, responsible source that makes medically-tailored meals that meet the American Heart Association requirements for heart failure patients that also utilize Navajo recipes and source local Navajo produce and meat. The firm is the only known source that partners with a Navajo dietician that curates Navajo recipes for the medically-tailored meals partnering with local Navajo farmers and ranchers to source Navajo produce and meat for the meals. Tocabe has previously partnered with Indian Health Service under meal program innovations awards in which it has performed extensive research in curating a meal plan specifically designed for the needs of heart failure patients within the Navajo Nation. If you believe your firm has the same capability as Tocabe s in meeting the government s need, provide your company s name, UEI, specific capabilities that address the requirement described in this announcement including past contracts, and other pertinent information that proves capability. Generalized capability statements do not adequately prove technical capability. Submit these documents directly to Jericho.Lewis@ihs.gov, with subject line: GIMC Heart Failure Meal Plan, on or by 2:30 PM Mountain Time, on Tuesday, August 26, 2025. All submissions will be considered in determining if the requirement will be released for competition, or if the single-sourced negotiation with Tocabe will proceed as intended. THIS IS NOT A SOLICITATION.
