The Embassy of the United States in Uganda will launch the solicitation on the System for Award Management (SAM.gov) website when it is available. The US Embassy in Kampala, Uganda is seeking the services of health insurance services. The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible sources may submit a quotation which will be considered. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a Fixed-Price with Economic Price Adjustment. The Government is planning a pre-bid conference and the date for this will be in the solicitation. All contractors have to be registered in the SAM (System for Award Management) database https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
