The following draft performance work statement is for Hazardous Waste Testing, Packaging, and Transportation from various Army Installations on the Island of Oahu, State of Hawaii. The purpose of this sources sought notice is to determine interest and capability of potential qualified firms relative to the North American Industry Classification (NAICS) code 562112. Please provide the following information on your capability statement: 1) Your intent to submit a quote for this requirement when it is formally advertised. 2) Name of firm with address, phone number, e-mail address, and point of contact. 3) CAGE Code and Unique Entity Identifier (UEI) 4) Size of firm including category of small business, such as 8(a), Women-Owned Small Business (WOSB), HUBZone, Small Disadvantaged Veteran Owned Small Business (SDVOSB); and 5) Statement of Capability stating your skills, experience, and knowledge required to perform the specific type of work. This notice serves as a Pre-Solicitation Announcement and is not a request for formal proposals or quotes. Solicitation W912CN26RA002 is anticipated to be issued on or about December 23, 2025. The Regional Contracting Office Hawaii (RCO-HI) requires services for Hazardous Waste Sampling, Testing, Packaging, and Transportation from Building 6040, East Range, Schofield Barracks, on the Island of Oahu, State of Hawaii, to accredited laboratories. The Period of Performance will consist of a Base Year plus four Option Years. This acquisition is set aside for 100% Small Business participation. The applicable NAICS Code is 562112 (Hazardous Waste Collection), with a size standard of $47,000,000.00. The contractor shall provide all the resources necessary to complete this requirement on the island of Oahu, Hawaii. The solicitation will be a 100% Set Aside for Small Business. The award will be conducted under the provisions of FAR Part 13 Simplified Procedures for Certain Commercial Items. To be considered for the award, the prospective contractor must be registered in the System for Award Management (SAM).
