This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G625Q300036 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and Incorporated provisions are those in effect through Federal Acquisition Circular 2025-03, effective May 12, 2025. The NAICS Code is 541620; the Small Business size standard is $19M. Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the U.S. Environmental Protection Agency (EPA) Targeted Brownfields Assessments (TBA) program. As part of this effort, a sampling survey of hazardous building materials, including but not limited to asbestos-containing materials (ACM), lead-based paint (LBP), and polychlorinated biphenyls (PCBs), will be conducted at the former Frog, Switch & Manufacturing Company (the Site) located at 600 East High Street, Carlisle, PA. The purpose of this survey is to identify and document the presence, locations, and quantities of hazardous building materials, primarily ACM, LBP, and PCBs to support planning for potential renovation, demolition, or redevelopment activities in compliance with local, state, and federal regulations. Site location layout maps are included in Attachment 4 (SOW). The investigation includes the Contractor tasks listed in the Statement of Work (SOW). The contractor must be a Pennsylvania certified asbestos inspector and shall provide copies of such certifications with their quote. The Contractor shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirement. The Contractor shall provide all labor, equipment, and tools necessary for the services described under CLIN 00100 below, in accordance with the attached SOW and terms and conditions. REQUIREMENTS/SPECIFICATIONS The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable quote (schedule, price, and certifications. INSTRUCTIONS TO OFFERORS: This combined synopsis/solicitation hereby incorporates all Federal Acquisition Regulation (FAR) provisions and clauses contained herein. Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition and is incorporated by reference, see attached Addendum. Offeror Representations and Certifications-Commercial Items (below). All Offerors must include a completed copy of the provision at FAR 52.212-3 (see attached PDF clause). An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically in the System for Award Management (SAM) accessed through http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.
