36C25625Q1473 1. What is the applicable NAICS code? 541350 Building Inspection Services 2. Who is the incumbent contract holder and what is the value and date of the last awarded contract This is a new contract. 3. What are the HEPA cart requirements if any? Where would we be expected to use the HEPA cart, and will the facility be providing the cart or does AFIC need to provide it? There will be no government furnished equipment on this project. ICRA determinations are made by IPC. 4.Scheduling mentioned 7-5 M-F but to expect weekend work. Our rotations typically run from Tuesdays through the weekend and into the following Thursday. Do we have approval to work those rotations and work on the weekends? HVAC technicians onsite and able to disable HVAC systems when testing is being done, they work Mon-Fri 8-4. 5.The solicitation also mentioned that on top of inspecting the damper, we would be expected to provide access when needed and make any repairs we can to bring the dampers into compliance. With that being said, do we need to incorporate funding for access panels and additional parts? Typically, we do the inspection and spec out for additional parts needed to repair deficient dampers and provide a repair quote. Is this an acceptable method of pricing? If not, I'm concerned that our price might not accurately reflect the true value. This is a firm fixed price contract. Incorporate funding for access panels and additional parts. 6. Is this a new effort or is there a previous contractor that performed these services in the past? If so, could you provide me with the Contract # used? This is a new effort. 7.Can you please provide any previous reports or documentation that shows the exact damper locations? This information is critical for making the fire dampers accessible or for creating access hatches. Drawings provided will get you as close to the locations as possible the winning offered will provide a new set of drawings with all locations marked as part of this requirement. 8.The scope mentions repairing fire dampers that are determined to need repairs. Please confirm if these repairs are to be billed separately. This is a firm fixed priced contract no additional bills will be accepted. 9.The scope requires grouping work so that only one air handling system is shut down at a time, with the system operational two hours before the next business day. Could you please confirm how many air handling units are on site, and how many dampers are served by each? This detail will significantly impact scheduling and production. Part of the contract report provided by the vendor as part of this inspection will be to determine what air handlers are connected to the dampers. 10.The scope states: Provide a list of all inaccessible damper locations and recommended actions for access. Recommendations will include descriptions of work to correct the access issue and cost estimate for corrections to make them accessible. Please confirm whether this requirement involves relocating mechanical systems. The vendor is responsible to determine the most effective plan to correct issues when they present it to the station. 11.The scope references inspections of 103 units within 30 days of NTP, 103 within 60 days, and 103 within 90 days. Would it be acceptable to complete the project in a continuous sequence from start to finish, rather than remobilizing three times? The vendor will determine their project work and coordinate with the COR prior to start of the project for they sequence that will be most beneficial to all parties. 12.What are the Superintendent requirements? Superintendent will be the direct coordinator to the COR and ensure all documentation is in compliance. They will ensure all proper hot work and work requirements are being followed on each damper. 13.If SSHO is required, can the Superintendent act as the SSHO? The safety person can not be doing any of the work as the hot work or damper testing is going on. 14.PPQ requirements? That the work is compliant with NFPA and Joint Commission/VA facility requirements and a copy of qualifications/certifications. 15.Will there be Laydown areas available? The tools for each job are minimal unless a door needs to be cut. After that the contractor should bring their tools back with them. 16.Is the Subcontractor's Past Performance acceptable? No. The Prime vendors past performance must be acceptable. 17. Please provide the damper location drawings referenced in the SOW. Locations are estimated on the drawings provided the deliverable of this contract is to develop that drawing. 18.Please provide drawings showing the fire dampers that are to be removed or disabled. Vendor will determine this during the testing. 19.Please provide how many and the locations of the dampers that will require new access doors. Vendor will determine this during testing. 20.Will any access points need to be made in the ceiling? Vendor will determine this during testing. 21.Is there any wall patching required? Please provide a patch detail. Patches will be of the same material and composition of materials removed. 22.Please provide a list of all damper sizes. Vendor will determine this during testing. 23.The SOW states to repair or replace dampers as needed. With this number being unknown until testing starts, would it be possible to provide an allowance to ensure you receive comparable bids?
