H-1 ULTRASONIC FLAW DETECTOR, EDDY CURRENT FLAW DETECTOR, NDT EDDY CURRENT STANDARDS SET.. N68335-26-Q-1162

The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to solicit and award a Fixed Price contract on a sole source basis to WABTEC INSPECTION TECHNOLOGIES, INC. Division Name- Evident Scientific, Inc. (CAGE: 9DV74) 48 Woerd AVE, Waltham, Massachusetts, 02453 for the purchase of a quantity of one (1) each of the following three hardware items: ULTRASONIC FLAW DETECTOR under Part Number (P/N) EP650EMI-MN01, NSN 6635-016994632; DETECTOR, EDDY CURRENT FLAW, P/N N600EMI-MN01, NSN 4920-016936105; and NDT EDDY CURRENT STANDARDS SET, P/N NRK-3AST, NSN 5280-013521336; in support of Foreign Military Sales for the Government of the Czech Republic in support of the H-1 Program. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action. Evident Scientific is the original designer, developer and manufacturer of these Non-Destructive Inspection equipment items and is the only source with the requisite knowledge, experience and technical expertise to produce them and the only source with the technical data, facilities and capabilities required to provide the associated air system and sustainment support for our foreign partners. Evident Scientific is the sole manufacturer and holds proprietary rights to drawings. The Government does not have data or drawing rights to permit full and open competition. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
