Synopsis Title: H-1 Program Supplemental Time Microwave Tool This notice serves as a pre-solicitation synopsis: The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to issue a Firm Fixed Price (FFP) contract on a competitive basis for the procurement of the following items of Peculiar Support Equipment (PSE); Quantity twenty-seven (27) Supplemental Time Microwave Tool Set (Part Number P/N 3239AS1720-1, NSN 5895-01-731-1814). These items are in support of the United States Marine Corp (USMC) H-1 Helicopter Program to repair Electronic equipment on the H-1 aircraft. Specific information regarding solicitation N68335-26-Q-1103 will be issued and posted on the SAM website in the near future. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments. The defense industrial base (DIB) faces increasingly frequent and complex cyberattacks. To strengthen DIB cybersecurity and better safeguard DoD information, the DoD developed the Cybersecurity Maturity Model Certification (CMMC) Program to assess DoD cybersecurity requirements pertaining to Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). The items in this acquisition have been deemed to fall into CMMC Level 2- Self-Assessment. CMMC Level 2 requires implementation of the 110 security requirements set forth in NIST SP 800 171 Rev. 2 to protect CUI in contractor information systems. Naval Air Warfare Center Aircraft Division (NAWC-AD) Solicitation Number: N68335-26-Q-1103 Solicitation Title: H-1 Program Supplemental Time Microwave Tool The Naval Air Warfare Center Aircraft Division (NAWC-AD) is officially releasing a Request for Proposal (RFP) for a Firm Fixed Price (FFP) contract on a competitive basis for the procurement of Peculiar Support Equipment (PSE) as outlined in the attached Solicitation N68335-26-Q-1103 package: Eval Plan, Buy Terms and CLIN Structure. The PSE items are required in support of the H-1 Program for the United States Marine Corps. This solicitation is being issued as a 100% Small Business Set-Aside in accordance with FAR Part 19. In order for the offeror to be found technically acceptable, the offeror must be considered a women owned small business under the NAICS code of the solicitation, NAICS 334419. Technical Data Package and Export Control Requirements This solicitation includes DFARS 252.204-7025, Notice of Cybersecurity Maturity Model Certification (CMMC) Requirements. The technical data package contains Controlled Unclassified Information (CUI). Offerors must obtain access to the CUI drawing package to prepare a proposal. Proof of CMMC Level 2 (self-assessment) certification is required to request access to the technical data package. The Government owns the Drawing Package for Supplemental Time Microwave Tool Set, which is considered Export Controlled. All Offerors must possess a current and certified DD Form 2345 (Militarily Critical Technical Data Agreement) to request access to the drawings. Drawings will be provided to the designated data custodian listed on the certified DD Form 2345 via the DoD SAFE website.
