In accordance with Federal Acquisition Regulation (FAR) 10.002(a) and 5.204, this Sources Sought Synopsis / Pre-Solicitation Notice is posted to inform the public of an impending solicitation to be issued for the construction requirement described herein and to garner interest from qualified firms in submitting an offer in response to the solicitation. The Government intends to post the Request for Proposal (RFP) solicitation # 1240LU25R0028 on SAM.gov, on or about 15 calendar days from the publication of this announcement. Evaluation procedures of proposals will be in accordance with the FAR 15.101-2 Lowest Price Technically Acceptable source selection process. Responses will be due on or about 30 calendar days after the solicitation is posted, unless extended through an amendment. The resultant award will be a Firm-Fixed-Price construction contract. 100% design along with specifications and a Schedule of Items (SOI) will be posted on SAM.gov as attachments to the solicitation. This will be a 100% Small Business Set-Aside procurement. Since it is a source selection procurement, offerors will be required to submit both a Price and a Technical Proposal. Unless changed in the solicitation, the 3 Technical Evaluation Factors that offerors will be required to address in their Technical Proposal are the following: (1) Past Performance; (2) Technical Experience; and (3) Technical and Project Management Approach to Performing the Work. Price will be evaluated to ensure it is fair, reasonable and realistic for the work to be performed and that it reflects the offeror s clear understanding of the requirements of this project. Interested offerors must be active in SAM.gov at the date and time proposals are due, in order to be considered for award. Proposals submitted by offerors without an active registration and without updated corporate, qualifications and responsibility information in SAM.gov, may not be considered for award. Pursuant to FAR 36.204, the estimated price magnitude of this project is the range between $250,000 and $500,000. Scope of Work: This project includes the restoration of existing stone pavers and walkway steps and the rehabilitation and repair of existing concrete water features and benches all located on the grounds of the Grey Towers National Historic Site, Pike County, Pennsylvania. Specific work activities include: Restoration of stone pavers at two (2) locations, including subgrade preparation and reconstruction. Those locations are known as the Marble Court and Star & Diamond Terrace. Restoration of walkway stone steps at two (2) locations, including subgrade preparation. Rehabilitation of concrete water feature ( Finger Bowl ) and half-moon shaped pool at Marble Court, including cleaning, repointing, applying thin coat of mortar over surface ( Skim Coat ) and repainting. The required work at the half-moon shaped pool is considered incidental to the work associated at the Marble Court in the Schedule of Items. Repair two (2) stone benches adjacent to the Moat. Construction Work Hours and Limits: Monday through Friday, 7 am to 5:30 pm. Project Location: The project is located at the Grey Towers National Historic Site; Pike County; Pennsylvania; Latitude: 4119'41.37"N, Longitude: 7449'8.61"W.
