The associated North American Industrial Classification System (NAICS) code for this procurement is 332994: Small Arms, Ordnance, and Ordnance Accessories Manufacturing; and the Product Service Code is 6640: Laboratory Equipment and Supplies. The Training Division (TD), Ballistics Reserach Facility (BRF) requires thirty-three (33) bulk gelatin powder drums (300Ib) to be Type A ballistic gelatin with a 250 Bloom and 40 Mesh. Due to the specific nature of BRF's work, it is crucial that all testing and research is used on a ballistic getl that is currently in use to that there will not be any discrepancy in the results which may cast doubts on every test report that follows. A key component of the Great Lakes ballistics gelatin is that they have high quality clarity. by utilizing another brand, the BRF could lose clarity and not be able to see the critical aspects of bullet performance in the blocks. BRF validates every block by shooting a non-expanding steel sphere into it and they must stop, give a valid shot velocity, at 2.95-3.74". AMENDMENT 1: Justification for Early Closure of Notice of Intent In accordance with FAR Subpart 5.2 - Synopses of Proposed Contract Actions, the FBI published a Notice of Intent (NOI) to award a contract on SAM.gov to ensure transparency and provide potential offerors an opportunity to respond. However, due to the imminent conclusion of the current Fiscal Year and the associated obligation deadlines, it is necessary to close the NOI earlier than originally anticipated. Per FAR 5.203(a), agencies must allow at least 15 days after publication of a synopsis for receipt of expressions of interest. However, FAR 5.203(a)(1) also allows for shorter timeframes for commercial products or commercial services. Specifically: "Contracting officers may reduce the time period for issuance of soliciations" The urgency and justification in this case is driven by the requirement to obligate funds prior to the end of the Fiscal Year, in accordance with agency financial management policies and appropriation law.
