Summary

AI-generated · Aug 24, 2025

Relocation and redevelopment of Granite Reef improvements require completing all work per the project drawings and specifications, including moving the existing vault toilet (housing, vault tank, and surrounding concrete removal) to a new site location, backfilling the vacated hole, and demolishing existing pavement drives and parking while tying into entrance/exit pavements and curbing. All existing curbing and sidewalks must be removed to support a new site layout, with some vegetation cleared as needed. The project will install eight accessible picnic units (each with a concrete pad, picnic table, and pedestal grill) near the riverbank parking, connected by concrete pathways to parking and toilet buildings. A paved access road with curb and gutter and about 120 parking spaces, vehicle barriers for the roadway perimeter and angled parking, will be constructed, along with three dumpsters, two additional pre-cast concrete vault toilet buildings, and an information kiosk. Coordination with the COR is required for trees to be removed, and the contractor must conduct layout surveys and establish/maintain all horizontal and vertical control, with exact tie-in points shown on the drawings to connect to existing facilities.

Amendment 0002 adds corrected CAD files and posts Q&A, and the proposal due date has been extended.

All work shall be completed in accordance with the project specifications and drawings. The work includes all labor, materials, and equipment necessary to perform all operations for the work specified. The Contractor shall be responsible for the layout survey, construction control, and establishing and maintaining all horizontal and vertical control required. The project will require moving the existing vault toilet to a location within the project site as identified on the drawings. Moving the vault toilet will include moving the housing, vault tank, and demolition of adjacent concrete around the existing vault toilet as marked by the Contracting Officer Representative (COR). The hole left from the removal of the existing vault shall be backfilled with suitable backfill and compacted in accordance with the project specifications. Demolition of the existing pavement drives and parking will be required. Entrance and exit pavement and curbing to remain intact as the new project will tie into them. The drawings will identify the exact tie-in points. All existing curbing and sidewalks will be removed in preparation for new site layout. Some of the vegetation will need to be removed as well to accommodate the new layout. Coordination with the Contracting Officer s Representative (COR) on the trees to be removed will be required prior to the work commencing. The redevelopment of project will include 8 single family accessible picnic units. Each unit will have a concrete use pad, picnic table, and pedestal grill. Picnic units will be near parking along the riverbank and will have concrete pathways leading from the sites to parking and toilet buildings. The sidewalks shall conform to accessibility requirements and the project specifications for construction and installation. A paved access road with curb and gutter and approximately 120 passenger vehicle parking spaces will be constructed to meet the goals of the project. The parking area will have vehicle barriers to define the roadway perimeter and guide the angled parking pattern. Facilities will include three dumpsters, two additional pre-cast concrete vault toilet buildings, and an information kiosk.

The proposed Granite Reef Recreational Area is located on the Mesa Ranger District of the Tonto National Forest. The site serves as a day use area and access point to the Salt River, that is heavily used by multiple recreational groups. Lack of adequate parking on the site has led to dangerous parking occurring on the sides of the highway near the day use site. Due to the popularity of recreating on the Salt River and ever-increasing use along this corridor, this site needs a complete overhaul to maximize capacity in the parking area, control parking along the dangerous highway, and provide safer access points to the river.
