The contractor has been working collaboratively with the Coast Guard for several years on a baseline concept of this tool, including research and data compilation for analysis. Use of another vendor would require duplicating substantial background effort, causing delays in obtaining the analysis and assessment. This would create a financial investment hardship not overcome through competition. USCG Sector Western Alaska and U.S. Arctic Region, Anchorage, AK will be the procuring entity for this effort. Performance will be located at Anchorage, AK 99505. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 541618. This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 22 AUG 2025, at 1159 a.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
