THE INTENT OF THIS RFI IS TO IDENTIFY POTENTIAL U.S. SMALL BUSINESS ADMINISTRATION CERTIFIED 8(A) BUSINESS DEVELOPMENT PROGRAM PARTICIPANTS FOR CONSTRUCTION SERVICES AT NAVAL AIR STATION (NAS) JACKSONVILLE AND ITS AREAS OF RESPONSIBILITY (AOR). The purpose of this RFI is to gain knowledge of qualified and interested participants under the U.S. Small Business Administration (SBA) certified 8(a) business development program. Preferred 8(a) participants will have capability of performing trade work with in-house staff. The estimated maximum contract value will vary depending on project or IDIQ determinations but may range from $200,000 to $5,500,000. Any IDIQ will have subsequent task orders ranging from $200,000 to $1,900,000 and will be issued as firm-fixed-price task orders. The applicable North American Industry Classification System (NAICS) code will be determined based on applicable construction projects awarded but will primarily be related to the Sector 23 - Construction codes which have various Small Business Size Standards ranging from $19M to $45M. Description of Work - The Contractor shall be able to provide labor, supervision, materials, equipment, tools, parts, supplies, and transportation, to perform all the services described in the specifications for each contract/task order. Work associated with general construction projects includes specific requirements for renovation, alteration, repair and demolition services (including but not limited to asbestos, lead paint and mold re-mediation) while specialized work may be issued for electrical, roofing, and mechanical. The Contractor shall provide a staff with the necessary management expertise to assure performance objectives and standards are met and permitting to comply with all applicable federal, state, and local laws and regulations; Accident Prevention & Activity Hazard Analysis; Environmental Protection; Waste Management.
