This is a Sources Sought notice issued by the Defense Logistics Agency (DLA) Energy-FEM - San Antonio, Texas. This is NOT a solicitation for proposals. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a potential future procurement. This notice issued by DLA Energy requires delivery of F.O.B Destination The Contractor shall provide all materials, supplies, product, management, tools, equipment, transportation and labor necessary to deliver product F.O.B Destination into Contractor - owned tank at Lajas, Puerto Rico. The Government may contract for all, some, or none of the below, however it still is requesting sources for a potential requirement. PRODUCT: 9135-016442502 HELIUM, GAS, GRADE A, 99.995%, BULK MC shall meet the requirements of MIL-PRF-27407D or most current version. One copy of a Certificate of Analysis (COA) for each sample required by the specification shall be attached to the container inside the rear cabinet and shall also be submitted as an attachment to the applicable Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) document (Wide Area Workflow-WAWF). HELIUM CONTAINERS: The Contractor shall provide a minimum 90 MC capacity Helium trailer. SECURITY REQUIREMENTS: Delivery personnel shall be U.S. citizens. In addition, delivery personnel must possess a state or federal issued photo ID that displays the driver s full name and date of birth. Deliveries to military installations will require delivery personnel to provide social security numbers and be subjected to background checks. A driver may also be required to provide proof of insurance and vehicle registration. Some locations will require delivery personnel to be escorted while making deliveries. All delivery vehicles are subject to search by security personnel prior to accessing delivery location and while on each facility. In accordance with the Real ID Act of 2005, starting May 7, 2025, access to federal facilities requires a REAL ID". If Driver s license is not Real ID Act compliant, contractor must present an acceptable second form of identification (i.e. U.S. passport, passport card, military ID, etc.).

Introduction: This is a Request for Information (RFI) notice issued by the Defense Logistics Agency (DLA) Energy Aerospace San Antonio, Texas in accordance with FAR 52.215-3 and FAR 15.209(c). This is NOT a solicitation for proposals but is for information or planning purposes. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for future procurements. This notice issued by DLA Energy Aerospace is to identify potential sources and solicits industry to express their capability and interest to provide all the production related facilities, raw materials, supplies, management, tools, equipment and labor necessary for the manufacture of Liquid Nitrogen (LN2). Specification Requirements: Liquid Nitrogen (LN2), Type II, Grade B, NSN (6830-01-644-2557) shall meet the requirements of A-A-59503 or current version. Potential Locations: Naval Air Station, Point Mugu, California Anticipated Period of Performance: This potential requirement has an estimated fifty-four-month period of performance. If this requirement develops, the starting period of performance is January 2027. Estimated Quantity for this potential requirement: The estimated quantity for Liquid Nitrogen bulk is 2,650 gallons Capability Statement: Interested qualified organizations should submit a capability statement for this requirement. Statements should include an indication of current business size and a list of available ancillary services. The government would be interested in receiving capabilities information from interested suppliers regarding the following: Capability to fully meet the Liquid Nitrogen Bulk specifications. If there are parts of the specification that your company cannot meet, please list them. Capability to perform all the sampling/testing requirements listed in the specifications. If there are sampling/testing that your company cannot perform, please list them. Capability and willingness to allow government quality assurance inspectors access to supplier production/load-out plant to conduct quality assurance assessments as needed. Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM) at www.sam.gov. Is your company registered in SAM, and if so, what is your company's Cage Code and UEI? If your company is not currently registered in SAM, would you be willing to register in the SAM system? All responses must be received by 3pm CT on 21 July 2026.
