Summary

AI-generated · Apr 09, 2026

Support a future IDIQ for the BUILDER SMS program by providing quality assurance services across CONUS and OCONUS. The contractor will handle QA planning and execution, supervision, labor, subcontracts, travel, and all on-site facility analyses and data validation in the BUILDER SMS database, in alignment with the Army BUILDER SMS Inventory and Assessment Guide. Facility Condition Assessments will be contracted separately and are not part of this effort. BUILDER SMS is used by DoD Army agencies and other federal entities.

Required capabilities include: QA planning and support by reviewing site-visit assessment plans, security access and escort requirements, and building drawings; tracking and reporting all phases of site visits; assisting in the development and review of assessment QC plans; accompanying on-site visits to verify compliance, viewing and documenting data per QC/QA plans; collecting independent field data to validate accuracy against BUILDER data; comparing collected data to uploaded data and noting discrepancies; and reporting any discrepancies. Ability to access secure spaces via a background check is required. Firms should demonstrate capacity to manage up to six concurrent task orders under the eventual IDIQ, and provide past performance information on similar IDIQ work (up to five task orders) with details. Respondents must address the 50% cost of contract performance requirement for personnel as applicable to small business classifications. Submissions are via email and limited to eight pages; this is market research, not a solicitation, and does not guarantee a contract or award. Large businesses are not required to respond; further updates will be posted on beta.SAM.gov.
