The U.S. Army Corps of Engineers (USACE) Detroit District is seeking contractors for the FY24 Alpena Harbor Maintenance Dredging project located in Alpena, Michigan. The project work includes, but not limited to, mobilizing dredge to Alpena Harbor and dredge between the upstream and downstream limits as shown on the project plans. Placement of dredge material at the Holcim site in Alpena, MI. Demobilize once complete. General Information: The Government intends to solicit this opportunity as an Invitation for Bid (IFB) as a 100% set-aside for small businesses. The Government intends to issue a firm-fixed price contract. A bid bond is required. The North American Industrial Classification System (NAICS) code for this work is 237990 (Exception), Other Heavy and Civil Engineering Construction, which has a small business size standard of $37 million (dredging) in average annual receipts. Anticipated Solicitation Posting Date: December 2025Anticipated Proposal Due Date: January 2026The estimated magnitude of construction is estimated between $1 Million and $5 Million. The contract is anticipated to have a completion date in October 2025.The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically via the PIEE Solicitation Module and/or SAM.gov which is free of charge. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this pre-solicitation notice or the upcoming solicitation.
