Summary

AI-generated · Aug 24, 2025

Provide a weekly bread supply for FY2026 to FCI Seagoville. This is an RFQ with a combined synopsis/solicitation for commercial items; quotes are requested and there will be no separate written solicitation. The item list and quantities are in the attached SF 1449, Section 2. Deliveries must be F.O.B. destination to FCI Seagoville, palletized (no side-loaded pallets), and occur Monday–Friday between 7:30 AM and 2:30 PM, with no deliveries on weekends or federal holidays. All items must be delivered frozen (before the applicable date on the label) and cannot be substituted for other package sizes or counts; products indicating prior thawing will be refused. If an item is noncompliant, it must be picked up at the vendor’s expense within two weeks. Items must be dated, and acceptance can be refused if they do not meet specifications or are damaged.

Quotes will be evaluated on price and past performance. The government will award to a vendor with a favorable past performance record, potentially even if not the lowest-priced quote, while vendors with poor past performance may receive a lower rating. The weekly delivery schedule will be provided prior to award, and the government reserves the right to reject noncompliant or damaged items and to require substitutions only if specified; changes to specifications are not considered for award. Quotes should include a technical description sufficient to evaluate compliance, terms of any warranty, price and discounts, and acknowledgment of amendments.

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 15B51426Q00000003 and this solicitation is issued as a Request for Quote (RFQ). Solicitation is for FCI Seagoville FY2026 Bread Weekly. Terms of delivery are F.O.B. destination to: FCI Seagoville, 2113 North Highway 175, Seagoville, Texas 75159, Warehouse 972-287-4078. Evaluation Factors are price and past performance. Venders who submit a quote concurs that delivery dates will be met, unless otherwise noted. Vendors should not quote on items which cannot be delivered for any reason. Past performance: A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating. FCI Seagoville will award quoted items to vendors that have a high past performance record IAW FAR 13.106-2(4)(ii) regardless of the quotes with the lowest price. Quotes from vendors without poor past performance represent the best value when compared to any lower priced quote(s). DELIVERY REQUIREMENTS: All deliveries must be palletized unless prior arrangements were agreed to by FCI Seagoville warehouse staff and/or material handlers (no side-loaded pallets). Any product that indicates prior thawing will be refused. Items which are conditionally received and found noncompliant, must be picked up at the vendors expense within (2) weeks of noncompliance notification. Substitutions to specifications in line items are prohibited (ex., case counts). Changes to specifications will not be evaluated and therefore, not considered for award. The government reserves the right upon inspection to reject items if they are damaged or not to the specifications as listed in the solicitation.
