FY 2025 Windows 11 Updates to Test Equipment for the F-35 Radio Frequency Countermeasure (RFCM) N00019-25-RFPREQ-TPM272-0117

Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Firm Fixed Price contract on a sole source basis to BAE Systems, Austin, Texas for the FY 2025 Windows 11 Updates to Test Equipment for the F-35 Radio Frequency Countermeasure (RFCM). The anticipated award date is December 2025. The Government intends to solicit the proposed action and negotiate with only one source under the authority of 10 U.S.C.3204(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements . BAE Systems Information and Electronic Systems Integration Inc. is the primary supplier for the F-35 RFCM. At this time there are no other contractors able to meet the U.S. Government Requirements to procure and implement the Windows 11 Updates to the test equipment needed. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
