Summary

AI-generated · Aug 23, 2025

Extend the IDIQ for the Family of Tactical Helmet Systems (FTHS) with Gentex for 10 months to provide continuity while the ongoing 10 USC 4022 OTA for Prototype Project FTHS Ground Ballistic Helmets proceeds; a follow-on production contract may be awarded under that competition if a successful performer is chosen. This is an informational sources-sought: responses in any form are capability statements, not offers, and there is no obligation to award. All responsible sources may submit documentation showing their ability to execute.

Separately, a sole-source extension for up to 10 months is planned for the same FTHS IDIQ with Gentex, justified by only one responsible source can satisfy requirements and by unacceptable delays and substantial duplication of cost if a competition were conducted. This is not a competitive process; if the OTA competition yields a winner, a follow-on production contract may be awarded under that competition. Responses to this notice should be provided by the due date, with inquiries directed to the designated points of contact.

The notice is for informational purposes only IAW DFARS PGI 206.302-1(d). This is not a formal Request for Quote/Request for Proposal (RFQ/RFP). Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. United States Special Operations Command (USSOCOM) has the need to extend the ordering period for Indefinite Delivery, Indefinite Quantity (IDIQ) contract, H9240319D0003, Family of Tactical Helmet Systems (FTHS) with Gentex Corporation, 324 Main Street, Simpson, PA, 18407-1182, USA. The above contract is set to expire on 11 October 2025. The Program Executive Office-Special Operations Forces Warrior (PEO-SW) Program Management Protection and Integration (PM PI) intends to extend the current ordering period under H9240319D0003 for 10 months (i.e. until 11 August 2026). This extension is necessary to allow for additional time under the ongoing 10 USC 4022 Other Transaction Authority (OTA) for Prototype Project FTHS Ground Ballistic Helmets (reference SAM.gov Notice ID H9240324R00XX092324) competition, which USSOCOM has been conducting over the last 6+ months. Should USSOCOM have a successful performer under that competition, the intent is to award a follow-on production contract under that competition. Per FAR 5.207(c)(16)(ii), all responsible sources may submit additional capability statements that will be considered by the agency. Any party responding to this notice shall send clear, factual documentation demonstrating their ability to execute this requirement. All replies must be provided to the Government no later than the due date. All inquiries and responses concerning this notice shall be sent in writing via email to David Tenenbaum at david.tenenbaum1@socom.mil and Carlos Cotto at carlos.cotto@socom.mil. Senders are responsible for ensuring the complete transmission and timely receipt.
