THE UNITED STATES COAST GUARD FORT WADSWORTH FAMILY HOUSING REQUEST FOR INFORMATION / OPPORTUNITY DIRECT LEASE WITH AN OPTION TO PURCHASE FAMILY HOUSING THIS REQUEST FOR INFORMATION (RFI) is issued in accordance with Federal Acquisition Regulations (FAR) 15.201(d) & (e). This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. BACKGROUND A Direct Lease with the option to purchase is a form of acquisition that allows the United States Coast Guard (USCG) to enter into a Construction Agreement in support of its Family Housing needs in the Richmond County area of Staten Island, New York City (NYC). The USCG will utilize these units for eligible family members who are stationed in the local area. The USCG expects to enter into a lease prior to the start of construction with lease implementation commencing once the homes have been cleared for beneficial occupancy. PROJECT SCOPE/DELIVERABLES USCG is seeking up to 150 homes, with a mix of three-bedroom (60%) and four-bedroom (40%) units. 10% of the homes must meet the Americans with Disabilities Act (ADA) family housing guidelines. Properties should be located within the Richmond County, Staten Island and areas in New Jersey that are within 30 miles of the existing Coast Guard facility located at Ft. Wadsworth, Staten Island, NY. All interested builders and developers are encouraged to provide the availability of their offerings. Eligible properties must adhere to all local, state, and federal codes/standards. Properties must be co-located within the same subdivision. The Lease would be for One year with up to Four options years to extend the lease term. The lease would be at full market rate. PROPERTY IDENTIFICATION CRITERIA Once USCG has an opportunity to utilize the homes and confirm they meet the operational needs it will begin processing the option to purchase. Additional Criteria Include: The property/unit must comply with Housing Quality Standards established by Housing and Urban Development, and all utilities, appliances, and other furnishings must be functional. The property must be located within 15-20 miles of support services, such as accessible public transportation, schools, fire and emergency services, grocery stores, etc. Information should include floor plans, room types, square footage, amenities, upgrade options, electrical specs, plumbing specs and any potential disclosure requirements.
