August 4, 2025 (i) This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is 15B10126Q00000005, This solicitation is issued as a Request for Quote (RFQ). Please read it in its entirety. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-04. (iv) The NAICS for this requirement is 311811(Retail Bakeries) with a size standard of 700 employees. PSC 8920(Bakery and Cereal Products. (v) In accordance with FAR 19.502-2(b), it has been determined that this procurement not be set-aside exclusively for small business participation. Past procurement s of this nature have confirmed that there is a reasonable expectation that quotations will not be obtained from at least two responsible small business concerns at a fair market price. Example; Fresh, Weekly Deliveries. Therefore, it is my determination to issue the solicitation on an unrestricted basis. (vi) The following items are required Various Subsistence Fresh, Weekly U.S.A. Delivered Bread for the Federal Prison Camp, Alderson, West Virginia, as detailed in Attachment A National Menu Specifications Quote Sheet. (vi) This solicitation will result in a single award of a firm-fixed price contract for bread items. (vii) TERMS OF FRESH, WEEKLY U.S.A. DELIVERIES ARE F.O.B. DESTINATION BEGINNING OCTOBER 1, 2025, AND ENDING DECEMBER 31, 2025, BETWEEN THE HOURS OF 7:00 AM - 10:00 AM AND WILL RESUME 12:00 PM - 2:00 PM EASTERN STANDARD TIME(EST).
