Summary

AI-generated · May 27, 2026

FortiNet FortiGate software license renewals are required to support communications security for the P-8A Poseidon aircraft. These license subscriptions provide continued support and services for the FortiGate devices to meet security communication requirements.

The government will pursue a limited competition with FortiNet’s authorized Federal resellers because FortiNet is the developer and the technical data package for the FortiGate firewall is not possessed by the government. Authorized resellers are the only responsible sources capable of delivering the needed licenses and ongoing support for the FortiGate firewall currently installed and tested on the P-8A. This is not a competitive proposal; responses will be considered within 15 days of publication. Reference procurement number N00019-26-RFPREQ-APM290-0806 when submitting.

Naval Air Systems Command (NAVAIR), Patuxent, River, MD requires FortiNet FortiGate software license renewals to support the communications security for the P-8A Poseidon aircraft. These license subscription renewals are for continued support and services for these devices to meet security communication requirements. NAVAIR, Patuxent River, MD intends to issue a contract on a limited competition basis with FortiNet's authorized Federal resellers. Under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, Fortinet is the developer of the FortiGate appliance, software, anti-virus and intrusion protection files, and technical support. The Government does not possess the technical data package required for the FortiGate firewall. FortiNet's authorized Federal resellers are the only responsible sources capable to provide the required licenses and support for the FortiGate Firewall currently installed and tested on the P-8A aircraft; therefore, they are the only vendors capable of meeting the Government requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within 15 days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive requirement. A determination by the Government not to open the requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government. Responses should reference N00019-26-RFPREQ-APM290-0806, and shall be submitted electronically to Contract Specialist, Frank Schibler, at frank.e.schibler.civ@us.navy.mil with the subject line "P-8A FortiNet FortiGate License Subscriptions Renewal".
