Summary

AI-generated · Aug 26, 2025

FOPEN technology capability information: Identify and recognize a human-sized silhouette within a 2 km radius through dense vegetation, at standing or crouching height, moving at slow or crawling speeds. Require built-in target recognition with constant false alarm rate (CFAR), adaptive filtering, and change detection; ability to slew a camera system to focus on detected areas; provide a 90-degree detection arc for ground-based use; include a redundant power source; capable of transmitting through a chain-link fence; operate in extreme heat (up to about 110°F), high humidity, and rain; ruggedized components; support field service representative (FSR) presence; relocatability; and integration into a common operating system (not a standalone display).

Submission details (unclassified, up to 15 pages) should address: fixed-site emplacement requirements; system power consumption; signal processing methods for clutter/false target reduction and enhanced detection; whether built-in target recognition exists; data acquisition rate and storage capacity; supported data formats; calibration process; validation performance in foliage environments; operating temperature and humidity ranges; ruggedization level; system control and monitoring capabilities; available data interfaces; vendor experience and deployment history with FOPEN; ability to customize the system to meet specific needs. Note this is for information and planning purposes, not a solicitation or contract offer.

The U.S. Air Force 406th Air Expeditionary Wing (AEW) is seeking information from industry regarding Foliage Penetration (FOPEN) technology. The below capabilities are desired: Detect and recognize human sized silhouette within a 2km radius at standing or crouching height moving through dense vegetation at a slow/crawl speed Built in target recognition/constant false alarm rate (CFAR) detection, adaptive filtering, and change detection Ability to integrate a slew to queue camera system to direct cameras at detected area 90-degree arc of detection for ground-based technology Redundant power source Ability to transmit through a chain link fence Ability to operate in 110-degrees Fahrenheit, high humidity, and rain Includes ruggedized components Ability to secure field service representative (FSR) support Ability to relocate technology Ability to integrate into a common operating system over a standalone screen Submission Requirements: Not to exceed 15 pages Responses must be unclassified Responses must be submitted to thomas.kellermann.2@us.af.mil Responses due NLT 9 July 2025 Submissions shall answer the below questions Does the system require a fixed-prepared site for emplacement? What is the power consumption of the system? What signal processing techniques are used to remove clutter and enhance target detection? Does the system have built-in target recognition capabilities? What is the data acquisition rate and storage capacity? What data formats are supported? How is the system calibrated? How has the radar system been validated in foliage environments? What are the operating temperature range and humidity limits? Is the system ruggedized for harsh environments? How is the system controlled and monitored? What data interfaces are available? What is the vendor's experience in developing and deploying FOPEN systems? Is there a track record of successful deployments in similar environments? Can the vendor customize the system to meet specific requirements? Disclaimer: This sources sought is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No award is intended as a result of this notice.
