NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting market research under FAR Part 10 to identify qualified sources and to obtain industry feedback on the Draft Performance Work Statement (PWS), qualification requirements, delivery timelines, and potential acquisition strategies for Blue Angels ceremonial flight suit construction, alteration, and repair services. These services require the construction, alteration, and repair of both male and female ceremonial flight suit uniforms for current and new team members of the Blue Angels (i.e., the Navy Flight Demonstration Squadron), located at Naval Air Station (NAS) in Pensacola, FL. Please see the attachment titled "Market Research & Sources Sought" for all the requirements related to this Sources Sought Notice, along with Attachment (1) - Draft PWS for the required specifications and delivery schedule for the Blue Angels' flight suits. This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 12: Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number N00244-26-Q-S023 is issued as a Request for Quotation (RFQ) for the construction, alteration, and repair of male and female ceremonial flight suit uniforms for the Navy Flight Demonstration Squadron (NFDS), whose two primary locations are in the Naval Air Facility (NAF) in El Centro, CA during the winter, and Naval Air Station (NAS) in Pensacola, FL during the rest of the year. Please see the attachment titled "RFQ N00244-26-Q-S023" for all requirements related to this Notice. This includes the Statement of Work (SOW), instructions regarding what shall be submitted in the quotation, how quotes will be evaluated, and important deadlines and delivery dates. The following lists key deadlines for this solicitation, which are laid out in the document titled "RFQ N00244-26-Q-S023": March 13, 2026 by 12:00 PM PDT: Vendor must submit intent to respond to this solicitation and their request for material (Nomex fabric, American Flag crest, and the NFDS Crest). Note: after the vendor receives the material, which may be after the March 13, 12:00 PM PDT deadline, the vendor must notify the Government that they confirm receipt of the material. April 16, 2026 by 4:00 PM PDT: All questions (if there are any) must be submitted to the Government.
