Summary

AI-generated · Aug 24, 2025

FDSS III extension maintains flight dynamics support and related engineering/technology division services across GSFC for the study through operation of spaceflight, airborne, and ground systems hardware and software, including development and validation of new technologies for future missions. The extension is planned as a sole-source action to OPR, LLC under a CPFF, single-award IDIQ contract; capabilities/qualifications may be submitted electronically solely to assess whether the work should be competed, with the Government retaining discretion to pursue full and open competition. An Ombudsman process applies.

Previous notices indicated a 12-month extension, but a correction updates this to an 18-month extension to accommodate future acquisition planning. The arrangement remains a CPFF IDIQ and not a FAR Part 12 commercial item procurement; capability statements are due by the stated deadline and will be evaluated only to determine whether to conduct the acquisition competitively.

NASA/Goddard Space Flight Center (GSFC) has a requirement for Flight Dynamics Support Services (FDSS III) that provides flight dynamics support services to, and related service support for, the Engineering and Technology Directorate s Mission and Systems Analysis Division throughout GSFC as required, for the study, design, development, fabrication, integration, testing, verification and operations of spaceflight, airborne and ground system hardware and software, including development and validation of new technologies to enable future space and science missions. NASA/GSFC intends to issue a sole source contract extension to acquire the services from OPR, LLC. NASA/GSFC intends to extend the current contract s effective ordering period by an additional twelve months. The extension will allow for continued performance and continuation of mission critical services under the FDSS III contract through October 31, 2026, by which time the follow-on, competitive contract is expected to be awarded. This is a Cost-Plus-Fixed-Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC19C0072. The rationale supporting this sole source award to OPR, LLC is in accordance with 41 U.S.C 3304(a)(1), as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Teresa Shaw, Teresa.S.Shaw@nasa.gov not later than 4:30PM EST on July 21, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf

8/08/2025 Correction: 18 months extension of contract through April 30, 2027.
