A 100% Small Business Set-Aside solicitation will be issued to establish a Firm Fixed Price Contract for NSN 2840-01-326-4066, a FLAMEHOLDER, AFTERBURNER. The award will be for a quantity of 41 EACH. Production units will be FOB: Destination; Inspection /Acceptance: Origin. Contractor First Article Testing and Export Control apply. NSN is deemed critical and is also a Navy Critical Safety Item. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. The OEM is RTX Corp. (CAGEs 77445/52661), under p/n 4075497. Approved sources are CF Roark (CAGE 00518), TWIGG Corp. (CAGE 50595), Turbocombustor Tech. (CAGE 64043) and REED Mfg. (CAGE 31YE6). Any other interested manufacturing contractor will have to submit a Source Approval Request (SAR) package for approval to be added as a source by the assigned ESA. DLA Aviation does not possess complete technical data on this part. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
