FOA/PSA encompasses all of the manpower, support services, material, non-standard equipment, and associated technical data and documentation required to prepare for and accomplish the LPD 30 and 31 FOAs/PSAs. The work to be performed will include correction of Government-responsible deficiencies, incorporation of approved engineering changes that were not incorporated during the new construction periods, and new work identified between ship delivery and the start of FOA/PSA. The scope also includes Post Delivery and Engineering Support (PD&ES), Total Ship Systems Engineering (TSSE), Configuration Management (CM), and Integrated Logistic Support (ILS). The work will require the contractor to maintain a SECRET facility security clearance. The Navy s planned release of the RFP is Q2 FY26. The contract will be awarded to the responsible offeror whose proposal represents the best value to the Government, with price and other factors considered. This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No comments, questions, or inquiries shall be made to any Government person other than the points of contact identified in this synopsis.
