NAVSUP FLCY Site Marianas anticipates issuing a solicitation for the procurement of Firefighter Uniform Shirts and Pants. Requirement: The Contractor shall provide Firefighter Station Wear Uniform Shirts and Pants that conform to the requirements specified in the draft statement of work, including but not limited to design and style, material, construction, sizing, labeling and marking. Important Information: This is a presolicitation notice only. A solicitation will be issued at a later date. No proposals or quotes are being requested or accepted at this time. This procurement is a 100% set-aside for Small Business. The small business size standard is 750 employees for NAICS code is 315210. Offerors must meet the applicable small size standard for the applicable NAICS code. The Government intends to award a firm fixed price contract. Offerors must be registered and certified in the System for Award Management (SAM) database (www.sam.gov). No contract award will be made to any contractor that is not registered or in the process of registering with SAM. The solicitation and any amendments to the solicitation will be available only through Contract Opportunities at www.SAM.gov. All quotes, and other documents required for the quote submittal, including amendments to the request for quotes, shall be submitted electronically. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY) Site Marianas has a requirement to provide Joint Region Marianas (JRM) Fire and Emergency Services firefighter station wear uniform shirts and pants - Nomex IIIA Short Sleeve Shirt and Nomex IIIA Industrial Pants - that conform to applicable safety standards, including samples.

10 Sep 2025- The following questions were submitted: Question #1: Please confirm that the requested shirts are short-sleeved. Most of the FR shirts, including the ones made from Nomex IIIA, are long-sleeve for arm protection. They can be made short-sleeved, but I want to make sure that this is the sleeve length required. Government Response: Refer to the SF1449 Section C, under the header titled Description/Specifications/Statement of Work. Please refer to Section 3.2 Uniform Shirt Requirements. Question #2: To confirm, you are requesting samples off the Uniform Master list attachment and needing them to be at your facility by Friday? Government Response: The number of samples and sizes are based on the uniform master list on the tab "Sample Master List." Refer to the SF1449 Section C, under the header titled Description/Specifications/Statement of Work. Please refer to Section 5 Delivery Requirements - samples are requested 30 days after award. Question #3: We were awarded the contract last year and sent samples. We can quote but manufacturer not willing to send samples again. Please advise if I can waive the sample request.
