Fiber-Reinforced Polymer (FRP) panel kits are being sought to support the USAF Airfield Damage Repair Program, with the intent to conditionally award a centralized 5-year IDIQ for kits and related materials, plus individual quantities, to meet fluctuating delivery orders each year (first order anticipated late FY2027). Respondents must provide a capability statement showing they can meet the requirements, and must be SAM-registered before any award. Submitters should address a set of industry questions in the attached FRP Panels Sources Sought package, and provide details such as company info, teaming or subcontracting plans, past performance on similar products, possible GSA schedule, and financial resources to front costs for large-scale delivery orders. Questions are due by 12 Aug 2025 and responses by 10 Sept 2025, with submittals limited to 15 pages (plus up to 5 pages of extras). Attachments include the SOW and multiple FRP kit specifications and drawings.

Amendment #1 adds a new section on Surge Capabilities/Financial Resources, updating the FRP Panels Sources Sought document to require consideration of a bidder’s ability to scale up production and support large front-end costs for delivery orders, alongside the existing requirements. All other terms remain unchanged, including the response deadlines and the overall market-research purpose of the notice.
