FDA Relocation Services WCF-OFM-26-C-9913
Summary
AI-generated · Jan 16, 2026Relocation services are being sought to move federal employees as part of their federal employment, with emphasis on the unique financial, logistical, and federal compliance requirements involved. Contractors should provide a capability statement explaining how they would perform each task described in the attached requirements and show how they would meet the government’s needs. A firm-fixed-price contract is preferred if feasible, but a contract is not guaranteed; the FDA is open to other contract types if necessary.
Capability statements must address a viable approach to an FFP, including a hypothetical pricing structure and narrative showing how it could lead to an FFP proposal. If FFP isn’t feasible, propose an alternative contract type (e.g., Cost, Time-and-Materials) with justification and a demonstration of how it would produce a hypothetical price. Submissions must be electronic and received by the close date, sent to the primary point of contact, and use the subject line “FDA Relocation Services - [Your Company Name]”.

If it is not possible to make this FFP, the FDA is open to other suggestions for contract types (i.e., Cost, Time-and-Materials, etc.). Please identify the contract type you're suggesting and provide a description/explanation/narrative of: (1) why it was chosen and (2) how it makes more sense than FFP.
