Best value will be determined by evaluating each quotation for one or more of the following: price, and past performance, THIS IS AN ALL OR NONE QUOTE; vendors should quote all items, to be considered most advantageous to the government based on best value. Quality, comparison with other offers, and administrative/shipping cost; with past performance that does not pose a risk to the government being the most important.
