Summary

AI-generated · Aug 24, 2025

A market-research only request seeks information from qualified firms able to provide comprehensive facilities maintenance, HVAC, and refrigeration services for Defense Commissary Agency (DeCA) commissary sites. The effort would cover preventive, predictive, and routine maintenance, electrical systems, RMCS, and commissary-specific equipment (e.g., MHE, balers, refrigeration cases), with the goal of keeping all facilities operational at a 98% readiness level. The contractor would supply all personnel, tools, and supervision, receive and execute work orders from a centralized Call Center, and handle emergency and routine service calls, including one general maintenance worker per store for on-site tasks.

Respondents are asked to provide feedback on how the proposed approach would work in practice, including: integration of work orders from a central Call Center and after-hours emergency handling; capability to perform full-service facility maintenance (facility structures, HVAC, electrical, refrigeration, MHE) and to support remote locations; on-site maintenance worker support; adherence to preventive maintenance schedules and quality control to maintain 98% readiness; evaluation of the proposed ESO/USO/RSO contract structure and what information would be needed to respond to a future solicitation. This is for market research and not a bid invitation.
