Summary

AI-generated · Apr 08, 2026

Bridge contract extension to continue facility maintenance, repair, and engineering services at U.S. Army Garrison Rheinland-Pfalz, Germany under the Total Maintenance Contract. Scope includes operations, maintenance, and repair of real property and installed building equipment (IBE) and equipment-in-place (EIP) across enduring military installations and facilities assigned to USAG-RP.

Purpose and context: the extension is sole-source, capped at $51.9 million, and may last up to seven months to maintain continuity of services while a protest at the Court of Federal Claims is resolved regarding the transition from the incumbent Vectrus Federal Services GmbH. The arrangement ensures ongoing facility and engineering services and supports quality of life, health, and safety for USAG-RP facilities after 1 April 2026.

AGENCY: United States Army 409th Contracting Support Brigade (409th CSB), Theater Contracting Command (TCC) PSC: Z2AA Repair or Alteration of Office Buildings PLACE OF PERFORMANCE: U.S. Army Garrison Rheinland-Pfalz (USAG-RP), Germany ACQUISITION INFORMATION: The U.S. Army, 409th CSB, Unit 23163, APO AE 09227, a sole source contract extension has been completed for the continuation of contract services for Facility Maintenance and Repairs in support of the USAG-RP. Contract services continue to be performed under the Total Maintenance Contract (TMC) for USAG-RP, W564KV-25-D-2002. Contract services include operations, maintenance and repair of real property, and maintenance and repair of installed building equipment (IBE) and equipment-in-place (EIP). The contract covers enduring military installations and associated facilities assigned to the USAG-RP. The value of the TMC sole source contract extension is not to exceed $51.9M and the ordering period will not exceed 7-months in duration. This sole source action allows the Government sufficient time to support protest proceedings as filed with the Court of Federal Claims. Contractor information: Total Maintenance Contract W564KV-25-D-2002 Vectrus Federal Services GmbH Mannheimer Str. 214 67657 Kaiserslautern Place of Performance: USAG-RP Country: Germany BACKGROUND: The purpose of this bridge contract is to provide for the continuity of services for facility maintenance and engineering services for USAG-RP. On 30 December 2025 TCC awarded contract that is currently under protest with the Court of Federal Claims (COFC). The COFC bid protest halted the transition from the incumbent contractor, Vectrus Federal Services GmbH (Vectrus), to the new Awardee. The extension of this bridge contract under the attached J&A is necessary to provide continued facility and engineering services and ensure quality life, health, and safety within US Army facilities after 1 April 2026.
