The Environmental Security Technology Certification Program (ESTCP) is the Department of Defense s (DoD s) demonstration and validation program for innovative technologies that enhance military readiness, improve installation resilience, and strengthen America s defense infrastructure. The ESTCP Office is interested in receiving proposals for innovative, cost-effective solutions to address DoD s most pressing energy security, infrastructure resilience, and sustainment challenges as candidates for funding. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). Readers should note that this is an announcement to declare ESTCP's intent to competitively fund demonstration projects as described in the Program Announcement on the ESTCP website. To be eligible for consideration, parties wishing to respond to this announcement must submit a proposal in accordance with the instructions on the website, no later than 2:00 p.m. Eastern Time on April 24, 2026. No electronic mail, faxed, or hard copy proposals will be accepted. No request for proposal (RFP), solicitation, or other announcement of this opportunity will be made. It is the sole responsibility of the offerors to verify the proposal is properly received by ESTCP. Awards will take the form of contracts. Submission of proposals is not restricted in any way to any particular entity. The Government will not pay for any costs associated with the preparation of proposals. There is no commitment by ESTCP to make any contract awards, nor to be responsible for any cost incurred by the offeror before contract award is made. It is expected that multiple awards totaling approximately $8 million will result, depending on availability of funds. Awardees under this BAA will be selected based on the review of a written proposal. Based upon the proposal evaluation by ESTCP, each of the proposal submitters will be notified as to whether the proposal is selected for funding. As noted in the instructions located on the ESTCP website, evaluation criteria for proposals are, in decreasing order of importance, Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal. Due to the anticipated volume of proposals that will be received, the Government will not provide debriefs to those that are not selected. This is a SOURCES SOUGHT announcement; market survey for information only, to be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) USACE Mission Support Battalion (UMSB) has been tasked to solicit for and award a contract for thirty-six 12 X12 Flat Sheets of BR and BR6 bullet resistant glass for Summit Point Training Facility, Summit Point, WV. A draft Purchase Description describing the supplies required has been attached. The proposed contract is expected to be a Firm Fixed Price contract procured below the simplified acquisition threshold. Interested SMALL BUSINESS vendors with NAICS code 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing are encouraged to submit a capability package. The capability packages for this sources sought market survey are not expected to be quotes, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. Are your windshields and windows designed as exact OEM replacements, or do they require vehicle frame, window regulator, or door hinge modifications for proper installation? 4. What is the standard warranty period for these products, specifically concerning delamination, optical clarity, and ballistic integrity? 5. Are all raw materials and manufacturing processes compliant with the Buy American Act (BAA) and Trade Agreements Act (TAA)? 6. Can you provide specific examples of past performance supplying similar bullet-resistant vehicle glass to DoD, federal, or law enforcement agencies?
