The Environmental Security Technology Certification Program (ESTCP) is the Department of Defense s (DoD s) demonstration and validation program for installation energy technologies. The ESTCP Office is interested in receiving pre-proposals for innovative technology demonstrations that address DoD installation energy requirements as candidates for funding. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). Readers should note that this is an announcement to declare ESTCP's intent to competitively fund demonstration projects as described in the Program Announcement on the ESTCP website. To be eligible for consideration, parties wishing to respond to this announcement must submit a pre-proposal in accordance with the instructions on the website, no later than 2:00 p.m. Eastern Time on 26 March 2026. No electronic mail, faxed, or hard copy proposals will be accepted. No additional Request for Proposal (RFP), solicitation, or other announcement of this opportunity will be made. It is the sole responsibility of the offerors to verify the proposal is properly received by ESTCP. Awards will take the form of contracts. Submission of proposals is not restricted in any way to any particular entity. The Government will not pay for any costs associated with the preparation of proposals or travel to present oral presentations in support of the proposals. There is no commitment by ESTCP to make any contract awards, nor to be responsible for any cost incurred by the offeror before contract award is made. It is expected that multiple awards totaling approximately $10 million will result, depending on availability of funds. Awardees under this BAA will be selected through a multi-stage review process. The pre-proposal review step allows interested organizations to submit technology demonstrations for Government consideration without incurring the expense of a full proposal. Based upon the pre-proposal evaluation by ESTCP, each of the pre-proposal submitters will be notified as to whether ESTCP requests or does not request the submission of a full proposal. As noted in the instructions located on the ESTCP website, evaluation criteria for pre-proposals are, in decreasing order of importance, Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal. Due to the anticipated volume of pre-proposals that will be received, the Government will not provide debriefs to those that are not requested to submit a full proposal. Instructions for preparing a full proposal will be provided at the time of notification. A request for submission of a full proposal does not indicate a decision has been made to make an award. The U.S. Army Corps of Engineers (USACE) USACE Mission Support Battalion (UMSB) has been tasked to solicit for and award a contract for bullet resistant glass for vehicle windshields, door windows, and rear cargo windows at Summit Point Training Facility, Summit Point, WV. A draft Purchase Description describing the supplies required has been attached. The proposed contract is expected to be a Firm Fixed Price contract procured below the simplified acquisition threshold. Interested SMALL BUSINESS vendors with NAICS code 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing, are encouraged to submit a capability package. The capability packages for this sources sought market survey are not expected to be quotes, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. Are your windshields and windows designed as exact OEM replacements, or do they require vehicle frame, window regulator, or door hinge modifications for proper installation? What is the standard warranty period for these products, specifically concerning delamination, optical clarity, and ballistic integrity? Are all raw materials and manufacturing processes compliant with the Buy American Act (BAA) and Trade Agreements Act (TAA)? Can you provide specific examples of past performance supplying similar bullet-resistant vehicle glass to DoD, federal, or law enforcement agencies?
