The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Norfolk VA intends to award a to award a Firm Fixed Price (FFP), Sole Source direct award to JFL Consulting, LLC for Precise Time and Astrometry (PTA) Enterprise systems security capable of meeting the agency s requirements, collect, develop, and analyze transport and, Supervisory Control and Data Acquisition (SCADA) data for cyber security and readiness with hardware meeting the requirements. Additionally, United States Naval Observatory (USNO) requires the developing and maintaining cyber security monitoring infrastructure in order to perform cyber screening, incident detection and response, and risk assessments in support of USNO. THIS NOTICE IS NOT A REQUEST FOR COMPETIVE QUOTATIONS. A request for proposal will be available for download on or about 26 March 2026 under RFP number N62285250000 at the following website: beta.sam.gov. This action will be solicited as a Sole Source under FAR Part 12 Acquisition of Commercial Items, using Contracting by Negotiation Procedures FAR Part 15 procedures, as supplemented with the additional information included in this notice. This action will result in a firm fixed-price award type contract for PTA Enterprise systems security capable of meeting the agency s requirements, collect, develop, and analyze transport and, SCADA data for cyber security and readiness with hardware and support services. Service location is United States Naval Observatory (USNO), 3450 Massachusetts Avenue NW, Washington DC, 20392-5420 and Colorado Springs, CO located at 400 O Malley Ave, Schriever SFB, CO 80912.
