Summary

AI-generated · Oct 24, 2025

Engineering and technical support for Air Conditioning and Refrigeration (AC&R) systems across Navy surface ships and submarines, including engineering analysis, modifications of existing equipment, and fabrication of prototype systems based on current Navy designs. Work covers a broad range of AC&R technologies—single-stage centrifugal (multiple tonnages), high-efficiency two-stage centrifugal, dual-screw compressor systems, FN/RN/Y53 reciprocating compressors, rotary vane systems, and modular refrigeration units—plus modification and fabrication of prototype compressors, control systems, and technology integration packages. Tasks also include testing and qualification, startup installation support, in-service field support, and developing or updating documentation such as technical manuals, installation instructions and drawings, final configuration drawings, technical and trip reports; incidental materials, travel, and subcontractor support are included.

This is market research through a sources-sought/RFI to inform procurement planning, with the government intending to procure these services on a sole-source basis. Responses should be capability statements demonstrating the ability to meet the requirements, limited to 10 pages and submitted electronically. A cover page with basic company information and points of contact is requested, and submissions are unclassified and directed to the designated contract specialist. The notice clarifies it is not a contract or commitment, and unsolicited proposals are not being accepted.

The services will include modifying existing equipment and fabrication of prototype air conditioning and refrigeration systems based upon current Navy designs. Plus modification and fabrication of prototype compressors, control systems, and technology integration packages for existing Navy air conditioning and refrigeration systems; testing and qualification of modified air conditioning and refrigeration systems; carryout engineering analyses; installation start-up services; in-service field support and develop documentation for all system modifications including revising or new technical manuals and technical manual change pages, installation instruction, installation drawings; final configuration drawings, technical reports and trip reports. Provide incidental material, travel and sub-contractor efforts to carry out these tasks. SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required services to meet the NSWCPD's needs as detailed in the attached draft statement of work.
