L3Harris is uniquely qualified to perform this work as it is the original manufacturer of the GOES-NOP series spacecraft instruments and has sole ownership of the proprietary information for the GOES-NOP series spacecraft instruments. Interested vendors may submit their written capabilities statement to perform the work stated in this notice to the identified point of contact no later than 3:00 p.m. Eastern Daylight Time on Friday, April 3, 2026. Written capabilities submitted must also include proof of licensing agreement to perform the tasks above from L3Harris to be determined as a capable vendor. Written capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice.
