This is a combined synopsis/solicitation for commercial services prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05 dated August 07, 2025. This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The solicitation number is 6923G525Q0673. **NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing. SCHEDULE OF SUPPLIES/SERVICES: See Attachment B Pricing Sheet. DESCRIPTION OF WORK: GLS has a requirement for a contractor to perform inspections, full services, operational and load-bank testing of the Emergency Generators and associated Automatic Transfer Switches. CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12 and FAR Part 13, subject to the availability of funds. CONTRACT PERIOD OF PERFORMANCE: The period of performance will consist of a 12-month base year and four (4) twelve-month option years. PLACE OF PERFORMANCE: Eisenhower Lock, Snell Lock, Snug Harbor, and Seaway Visitor Center all located in Massena, NY 13662. SITE VISIT DATE: September 08, 2025, 10:00AM EST. Participants shall meet at Eisenhower Lock Overlook (North), 190B Barnhart Island Road, Massena, NY 13662.
