As the sole designer, developer and manufacturer of the EMALS and AAG system, GA is the only responsible source with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill this requirement. Award to any other source would result in unacceptable delays in fulfilling the agency s requirements.
