The Government is planning a pre-proposal conference and the date for this conference will be included in the solicitation. The Government plans to issue the solicitation in late January or early February 2026. The solicitation will be issued electronically on SAM.gov. No paper copies will be mailed. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), all contractors must possess all permits and licenses required to do business in Spain. All offerors will be required to provide proof that they already possess said permits as part of their offer.
